Disaster Deployments and Assistance

The map at the top of this page includes locations that I have deployed to or provided direct resource management assistance. Most of these were through EOC Support Team (EST), Incident Support Task Force (ISTF; previously Texas Emergency Management Assistance Team, TEMAT, and then Disaster Recovery Task Force, DRTF), and Public Works Emergency Response Team (PWERT) requests. For several of these locations, including the City of Dallas and communities in southeast Texas, I provided assistance for multiple emergency and disaster events.

This experience has taken me from providing recovery support to towns with barely over 300 people (Carbon and Rose City) to coordinating hundreds of public works and emergency management personnel across the state from the State Operations Center (Hurricane Harvey).

These have given me substantial experience outside of that I've received in the City of Rowlett and the NCTCOG region.

Incident Support Task Force

Since 2017, I have deployed numerous times as a contracted employee under TDEM's now Incident Support Task Force. This has allowed me to gain valuable experience alongside some of the best emergency managers in Texas, including the current leadership of TDEM's ISTF.

As part of the TEMAT deployments during Hurricane Harvey and the Llano County floods in 2018, I took part in the initial rollout of what would become the iSTAT and pSTAT damage assessment tools. Many of the lessons I and the the current ISTF leadership learned during these deployments have also now been integrated into the new Texas EMC Response to Recovery course, which is designed to help both new and experienced emergency managers to more effectively respond to disasters. In addition to the valuable experienced I've gained, knowing that I've had a part in crafting that program is something that I am very proud of.

State Operations Center

During Hurricane Harvey response efforts, I was deployed to the SOC to help coordinate TEMAT public works and emergency management deployments across Texas.

As one of the largest activations in Texas history, this experience taught me many lessons about EOC management for large disasters. 

Federally Declared Disaster Experience

The following is a list, from newest to oldest, of the ten federally declared disasters that I have directly supported. For most, this meant supporting the federal disaster declaration process. It omits local and state declared disasters that were not federally declared.

  • Farmers Electric Cooperative (Greenville, TX). DRTF deployment to support Public Assistance declaration efforts.

FM-5427

  • Eastland County. DRTF deployment to support recovery efforts, including damage assessments and donations management.

DR-4586

  • City of Rowlett. Coordinated response and recovery efforts, including Public Assistance reimbursements.

  • City of Fort Worth. PWERT deployment coordination in support of the 133-car pile up on I-35W. 

DR-4572

  • EMTF-2. Coordinated deployment and reimbursement of personnel supporting state EMS operations.

  • PWRT. Coordinated PWERT deployments in support of State utility restoration operations.

DR-4485

  • City of Rowlett. Served as the overall director of COVID-19 response efforts by the City, including reimbursements from Public Assistance, US Treasury CARES Act and ARPA, HUD CDBG-CV, and other sources.

  • DDC-4 Garland. Provided EOC assistance to the TDEM disaster district chair.

  • Chambers County. DRTF deployment to support county recovery efforts, including Individual Assistance and VOAD coordination.

  • Llano County. TEMAT deployment to support county recovery efforts, including Public Assistance and Individual Assistance assessments.

  • City of Dallas. EOC Support Team deployment in support of mass shelter operations.

  • State Operations Center. TEMAT deployment in support of statewide TEMAT and PWRT deployment coordination.

  • DDC-16A Houston. TEMAT deployment in support of EOC operations.

  • DeWitt/Goliad/Hardin/Jefferson/Orange County. Multiple TEMAT deployments in support of recovery efforts, including Public Assistance reimbursement coordination.
